- HOUSE OF REPRESENTATIVES COMMITTEE ON MILITARY, VETERANS AND HOMELAND SECURITY REP. JENNIFER CONLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, March 5, 2024 12:00 PM Room 327, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair Conlin. The Chair requested attendance be called: Present: Reps. Conlin, Tyrone Carter, Shannon, Rogers, Morgan, Wegela, Markkanen, Bezotte, Martin, St. Germaine. Absent: None. Excused: None. Chair Conlin offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative T. Carter moved to adopt the proposed Committee rules. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Tyrone Carter, Shannon, Rogers, Morgan, Wegela, Markkanen, Bezotte, Martin, St. Germaine. Nays: None. Pass: None. Representative Wegela moved to adopt the meeting minutes from February 6, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5433 before the committee: HB 5433 (Rep. Snyder) A bill to create a Tricare premium reimbursement program; and to provide for the powers and duties of certain state governmental officers and entities. Representative Snyder and Senator Singh testified in support of HB 5433. Questions and discussion followed. Brigadier General Ravi Wagh and Lieutenant Colonel Karen Sims testified in support of HB 5433. Questions and discussion followed. The following people submitted a card in support of HB 5433, but did not wish to speak: Heather Feuerstein, representing the Michigan Department of Military and Veterans Affairs. Tim Poxson, representing the American Legion Department of Michigan. There being no further business before the committee, Chair Conlin adjourned the meeting at 12:24 PM.
