TYRONE CARTER CHAIR COMMITTEE MEETING MINUTES Tuesday, March 5, 2024 10:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Tyrone Carter. The Chair requested attendance be called: Present: Reps. Tyrone Carter, Liberati, Neeley, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Filler, Wendzel, Aragona, Bierlein, Neyer. Absent: None. Excused: None. Representative Grant moved to adopt the meeting minutes from February 27, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5529 before the committee: HB 5529 (Rep. Tyrone Carter) A bill to amend 2018 IL 1, entitled "Michigan Regulation and Taxation of Marihuana Act," by amending section 7 (MCL 333.27957), as amended by 2023 PA 166. At 10:36 AM, the Chair laid the committee at ease. At 10:36 AM, Majority Vice Chair Liberati called the committee back to order. Representative Tyrone Carter, and Derek Sova, representing the Cannabis Regulatory Agency, testified in support of HB 5529. Questions and discussion followed. The following people submitted a card in support of HB 5529, but did not wish to speak: Manny Lentine, representing the Common Citizen. Kevin McKinney, representing the Michigan Cannabis Industry Association. At 10:43 AM, Majority Vice Chair Liberati laid the committee at ease. At 10:43 AM, Majority Vice Chair Liberati called the committee back to order. The Majority Vice Chair laid HB 5527 and HB 5528 before the committee: HB 5527 (Rep. Fitzgerald) A bill to amend 1941 PA 207, entitled "Fire prevention code," by amending section 19 (MCL 29.19), as amended by 2014 PA 481, and by adding section 19b. HB 5528 (Rep. Tyrone Carter) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1319. Representative Fitzgerald and Representative Tyrone Carter testified in support of HB 5527 and HB 5528. Questions and discussion followed. At 10:55 AM, Majority Vice Chair Liberati laid the committee at ease. At 10:55 PM, the Chair called the committee back to order. Cindy DeWolfe, representing the American Heart Association, and Alex Bowerson, a student whose life was saved by an AED, testified in support of HB 5527 and HB 5528. Dr. Alyssa Vermeulen, representing Project Adam testified, in support of HB 5527 and HB 5528. Questions and discussion followed. Kenneth Edmonds, representing the NFL/Smart Heart Sports Coalition, testified in support of HB 5527 and HB 5528. The following people submitted a card in support of HB 5527 and HB 5528, but did not wish to speak: Bill Wortz, representing the Detroit Lions. Dr. Brad Uren, representing the Michigan State Medical Society. Catarina Stromberg, representing the Michigan Chapter-American College of Cardiology. John Ciecko, representing the Michigan Athletic Trainers Society. There being no further business before the committee, Chair Tyrone Carter adjourned the meeting at 11:14 AM.
