NATE SHANNON CHAIR COMMITTEE MEETING MINUTES Tuesday, March 5, 2024 10:30 AM Room 521, House Office Building The House Committee on Transportation, Mobility and Infrastructure was called to order by Chair Shannon. The Chair requested attendance be called: Present: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Absent: None. Excused: None. Representative Farhat moved to adopt the meeting minutes from February 27, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5127 before the committee: HB 5127 (Rep. McFall) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 803f (MCL 257.803f), as amended by 2022 PA 143. Representative Hoskins moved to report out HB 5127 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Nays: None. Pass: None. The following person submitted a card with a neutral position on HB 5127, but did not wish to speak: Melissa Horste, representing the Michigan Department of State. The Chair laid HB 5150 before the committee: HB 5150 (Rep. Shannon) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 208 (MCL 257.208), as amended by 2020 PA 376. Representative Roth offered the following amendment to HB 5150: 1. Amend page 3, line 26, after "(r)" by striking out "or 629c". Representative St. Germaine moved to adopt the amendment to HB 5150. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Nays: None. Pass: None. Representative Conlin moved to report HB 5150 as amended, as substitute (H-1). The motion prevailed 12-0-1: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse. Nays: None. Pass: Rep. St. Germaine. The following person submitted a card in support of HB 5150, but did not wish to speak: Melissa Horste, representing the Michigan Department of State. The Chair laid HB 5304 before the committee: HB 5304 (Rep. Bruck) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 634 (MCL 257.634), as amended by 2021 PA 43. Representative Bruck testified in support of HB 5304. Questions and discussion followed. Troy Hagon, representing the Michigan Department of Transportation, approached to answer questions from members.
