- HOUSE OF REPRESENTATIVES COMMITTEE ON HIGHER EDUCATION REP. CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, March 6, 2024 10:30 AM Room 326, House Office Building The House Committee on Higher Education was called to order by Chair Glanville. The Chair requested attendance be called: Present: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck. Absent: Rep. DeSana. Excused: Rep. DeSana. Chair Glanville offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative Scott moved to adopt the proposed Committee rules. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck. Nays: None. Pass: None. Representative MacDonell moved to adopt the meeting minutes from January 24, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5522 before the committee: HB 5522 (Rep. Glanville) A bill to amend 1990 PA 195, entitled "An act entering into the midwestern higher education compact; and for related purposes," by amending section 2 (MCL 390.1532). At 10:36 AM, the Chair laid the committee at ease. At 10:36 AM, Majority Vice Chair Rheingans called the committee back to order. Representative Glanville testified in support of HB 5522. At 10:38 AM, Majority Vice Chair Rheingans laid the committee at ease. At 10:39 AM, the Chair called the committee back to order. Brandy Johnson, President of the Michigan Community College Association, testified in support of HB 5522. Questions and discussion followed. Dan Hurley, Chief Executive Officer of the Michigan Association of State Universities, testified in support of HB 5522. Rob Mass, Legislative Liaison for MiLEAP Director, testified in support of HB 5522. Questions and discussion followed. The following person submitted a card in support of HB 5522, but did not wish to speak: Robert LeFevre, representing the Michigan Independent Colleges and Universities. Representative Byrnes moved to report out HB 5522 with recommendation. The motion prevailed 10-1-2: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, Bruck. Nays: Rep. Paquette. Pass: Reps. VanderWall, Zorn. Representative Rheingans moved to excuse Representative DeSana from the meeting. There being no objection the motion prevailed by unanimous consent.
