- HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. CYNTHIA NEELEY CHAIR COMMITTEE MEETING MINUTES Wednesday, March 6, 2024 12:00 PM Room 521, House Office Building The House Committee on Tax Policy was called to order by Chair Neeley. The Chair requested attendance be called: Present: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Grant, Price, VanWoerkom, Markkanen, Outman, Tisdel, Hoadley. Absent: None. Excused: None. Representative Farhat moved to adopt the meeting minutes from November 8, 2023. There being no objection, the motion prevailed by unanimous consent. Chair Neeley offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative Grant moved to adopt the proposed Committee rules. Klinefelt) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending sections 12 and 18 (MCL 205.62 and 205.68), as amended by 2022 PA 3. SB 416 (Sen. Klinefelt) A bill to amend 1937 PA 94, entitled "Use tax act," by amending sections 14a and 14b (MCL 205.104a and 205.104b), as amended by 2022 PA 4. Renee Watson, representing Senator Klinefelt's Office, testified in support of SB 415 and SB 416. Scott Graham, representing the Michigan Brewers Guild, testified in support of SB 415 and SB 416. The following person submitted a card in support of SB 415 and SB 416, but did not wish to speak: Amanda West, representing the Michigan Department of Treasury. Representative Farhat, and Kurt Berryman, representing the Auto Dealers Association, testified in support of HB 4708. Questions and discussion followed.
