LAURIE POHUTSKY CHAIR COMMITTEE MEETING MINUTES Thursday, March 7, 2024 10:30 AM Room 327, House Office Building The House Committee on Natural Resources, Environment, Tourism and Outdoor Recreation was called to order by Chair Pohutsky. The Chair requested attendance be called: Present: Reps. Pohutsky, Hill, Arbit, McFall, Paiz, Martin, Prestin. Absent: None. Excused: None. Representative Arbit moved to adopt the meeting minutes from February 22, 2024. There being no objection, the motion prevailed by unanimous consent. Chair Pohutsky offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative Hill moved to adopt the proposed Committee rules. The motion prevailed 7-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Pohutsky, Hill, Arbit, McFall, Paiz, Martin, Prestin. Nays: None. Pass: None. The Chair laid SB 225 and SB 226 before the committee: SB 225 (Sen. Chang) A bill to prohibit certain public entities from entering into certain contracts with certain entities that remove or abate asbestos; to require certain entities to disclose certain information when bidding on certain contracts with public entities; and to impose certain duties and responsibilities on certain public entities. SB 226 (Sen. Geiss) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding section 5519b. The following people submitted a card in support of SB 226, but did not wish to speak: Sydney Hart and Chris Ethridge, representing the Department of Environment, Great Lakes, and Energy. The following people submitted a card in support of SB 225 and SB 226, but did not wish to speak: Judy Allen, representing the Michigan Township Association. Megan Tinsley, representing the Michigan Environmental Council. Nick Occhipinti, representing the Michigan League of Conservation Voters. Representative Paiz moved to report out SB 225 with recommendation. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Pohutsky, Hill, Arbit, McFall, Paiz, Martin, Prestin. Nays: None. Pass: None. Representative McFall moved to report out SB 226 with recommendation. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Pohutsky, Hill, Arbit, McFall, Paiz, Martin, Prestin. Nays: None. Pass: None. Amy McMillian, Director of the Huron Clinton Metropark Authority, and Leona Medley, Director of the Joe Louis Greenway Project, gave a presentation from the Huron Clinton Metropark Authority. Questions and discussion followed. There being no further business before the committee, Chair Pohutsky adjourned the meeting at 10:49 AM.
