- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS REP. PENELOPE TSERNOGLOU CHAIR COMMITTEE MEETING MINUTES Tuesday, March 12, 2024 10:30 AM Room 327, House Office Building The House Committee on Elections was called to order by Chair Tsernoglou. The Chair requested attendance be called: Present: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches, Smit, DeBoyer. Absent: None. Excused: None. Chair Tsernoglou offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative Churches moved to adopt the proposed Committee rules. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches, Smit, DeBoyer. Nays: None. Pass: None. Representative DeBoyer moved to adopt the meeting minutes from October 31, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5550 and HB 5551 before the committee: HB 5550 (Rep. Tsernoglou) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 951a and 952 (MCL 168.951a and 168.952), as amended by 2018 PA 190. HB 5551 (Rep. Arbit) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 22c and 24b (MCL 168.22c and 168.24b), section 22c as added by 1995 PA 261. Representative Arbit testified in support of HB 5551. Questions and discussion followed. Kim Murphy-Kovalick, representing Voters Not Politicians, testified in support of HB 5551. Erin Schor, representing the Michigan Department of State, testified in support of HB 5551. At 10:44 AM, the Chair laid the committee at ease. At 10:44 AM, Majority Vice Chair Wegela called the committee back to order. Representative Tsernoglou, Erin Schor, and Adam Fracassi, representing the Michigan Department of State, testified in support of HB 5550. Questions and discussion followed. At 11:08 AM, Majority Vice Chair Wegela laid the committee at ease. At 11:08 AM, the Chair called the committee back to order. The following person submitted a card in opposition to HB 5550 and HB 5551, but did not wish to speak: Sheri Ritchie, representing the Pire Integrity Michigan Elections, Michigan Fair Elections, Stand Up Michigan, The Freedom Alliance, and Mid-Michigan Women for Conservative Values. The Chair laid HB 5146 before the committee: HB 5146 (Rep. Schmaltz) A bill to create a hyperbaric oxygen therapy treatment grant program and pilot program for providing treatment to veterans with traumatic brain injuries or post-traumatic stress disorder; to provide for the powers and duties of certain state governmental officers and entities; to require the promulgation of rules; and to create certain funds. Representative Byrnes moved to report out HB 5146 with the recommendation that the bill be referred to the Committee on Military, Veterans and Homeland Security. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches, Smit, DeBoyer. Nays: None. Pass: None. There being no further business before the committee, Chair Tsernoglou adjourned the meeting at 11:09 AM.
