- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. TULLIO LIBERATI CHAIR COMMITTEE MEETING MINUTES Wednesday, March 13, 2024 12:00 PM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair Liberati. The Chair requested attendance be called: Present: Reps. Liberati, Pohutsky, McFall, Posthumus, Greene. Absent: None. Excused: None. Chair Liberati offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative McFall moved to adopt the proposed Committee rules. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Liberati, Pohutsky, McFall, Posthumus, Greene. Nays: None. Pass: None. The Chair laid SB 249 before the committee: SB 249 (Sen. Hertel) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 20904, 20912, 20950, 20952, and 20954 (MCL 333.20904, 333.20912, 333.20950, 333.20952, and 333.20954), sections 20904, 20912, and 20954 as amended by 2000 PA 375, section 20950 as amended by 2021 PA 25, and section 20952 as added by 1990 PA 179. Senator Hertel testified in support of SB 249. Questions and discussion followed. Matthew Sahr and Montgomery Nye, both representing the Michigan Professional Fire Fighters Union, testified in support of SB 249. Representative Prestin testified in support of SB 249. Questions and discussion followed. The following people submitted a card in support of SB 249, but did not wish to speak: Stephanie Johnson, representing the Michigan Association of Fire Chiefs. Angela Madden, representing the Michigan Association of Ambulance Services. Terry Chesney, representing the Michigan Professional Fire Fighters Union. The following person submitted a card in opposition to SB 249, but did not wish to speak: Christy Snitgen, representing the Michigan College of Emergency Physicians. The Chair laid HB 4927 before the committee: HB 4927 (Rep. Arbit) A bill to designate the month of April of each year as Chaldean and Assyrian Heritage Month. Representative Arbit explained the proposed substitute (H-4) for HB 4927. Representative Pohutsky moved to adopt substitute (H-4) to HB 4927. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Liberati, Pohutsky, McFall, Posthumus, Greene. Nays: None. Pass: None. Representative McFall moved to report out HB 4927 with recommendation, as substitute (H- 4). The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Liberati, Pohutsky, McFall, Posthumus, Greene. Nays: None. Pass: None. Representative McFall moved to adopt the meeting minutes from February 7, 2024. There being no objection, the motion prevailed by unanimous consent.
