HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. CURTIS VANDERWALL CHAIR COMMITTEE MEETING MINUTES The House Committee on Health Policy was called to order by Chair VanderWall. The Chair requested attendance to be called: Present: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Whitsett, Brenda Carter, Witwer, Neeley and Hoskins. Absent: Rep. Foreman. Excused: Rep. Foreman. Representative Bierlein moved to adopt the meeting minutes from April 16, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4309 before the committee: The following people submitted a card in support of HB 4309, but did not wish to speak: Kevin McKinney, representing the Michigan Osteopathic Association. Shane Preston, representing the United States Department of Defense. Jason Lachowski, representing the American Association of Retired Persons. Representative DeBoer moved to adopt substitute (H-1) to HB 4309. The motion prevailed 16-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Wednesday, April 23, 2025 9:00 AM Room 519, House Office Building HB 4309 (Rep. Prestin) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 18001 (MCL 333.18001), as amended by 2018 PA 355, and by adding sections 16188, 17011b, 17511b, and 18011b. Representative Prestin moved to report out HB 4309 with recommendation that the substitute (H-1) be adopted. The committee further recommended that the bill and substitute (H-1) be referred to the Committee on Rules. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps.
