- HOUSE OF REPRESENTATIVES COMMITTEE ON ETHICS AND OVERSIGHT REP. ERIN BYRNES CHAIR COMMITTEE MEETING MINUTES Thursday, April 18, 2024 10:30 AM Room 521, House Office Building The House Committee on Ethics and Oversight was called to order by Chair Byrnes. The Chair requested attendance be called: Present: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela, Kunse, Wozniak, Harris. Absent: None. Excused: None. Representative Hoskins moved to adopt the meeting minutes from March 13, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5583 and HB 5586 before the committee: HB 5583 (Rep. Byrnes) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 15 (MCL 169.215), as amended by 2015 PA 269. HB 5586 (Rep. Hope) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 6a (MCL 4.416a), as added by 1994 PA 383, and by adding section 6b. Attorney General Dana Nessel and Secretary of State Jocelyn Benson testified in support of HB 5583 and HB 5586. Questions and discussion followed. At 11:10 AM, the Chair laid the committee at ease. At 11:11 AM, Rep. Breen called the committee back to order. Representative Byrnes and Representative Hope testified in support of HB 5583 and HB 5586. Questions and discussion followed. Kim Murphy-Kovalick, representing Voters Not Politicians, testified in support HB 5586. Questions and discussion followed. Craig Holman, Ph.D., representing Public Citizen, testified in support of HB 5583 and HB 5586. Roberta Duda, representing American Promise, testified in support of HB 5583 and HB 5586. The following people submitted a card in support of HB 5583 and HB 5586, but did not wish to speak: Kim Murphy-Kovalick, representing Voters Not Politicians. Paula Bowman and Denise Hartsough, representing the League of Women Voters of Michigan. John DeSpelder, representing Traverse Indivisible. Nicholas Occhipinti, representing the Michigan League of Conservation Voters. There being no further business before the committee, Chair Byrnes adjourned the meeting at 11:43 AM.
