ROGERS CHAIR COMMITTEE MEETING MINUTES Thursday, April 18, 2024 10:30 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Rogers. The Chair requested attendance be called: Present: Reps. Rogers, Whitsett, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Filler, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Absent: None. Excused: None. Representative Conlin moved to adopt the meeting minutes from March 5, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 449 and SB 450 before the committee: SB 449 (Sen. Daley) A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 108b. SB 450 (Sen. Irwin) A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 108a. Senator Irwin and Senator Daley testified together in support of SB 449 and SB 450. Questions and discussion followed. Amend page 11, line 22, after "individual" by striking out the comma and "regardless of the individual's age and" and inserting "who is an adult,". Representative VanderWall moved to adopt the amendment to HB 5436, as substitute (H-2). The motion did not prevail 6-12-1: UNFAVORABLE ROLL CALL Yeas: Reps. Filler. Representative Thompson offered the following amendment to HB 5436, as substitute (H-2): 1. Amend page 11, line 26, after "contraceptive." by inserting "A pharmacist shall not issue a prescription for a hormonal contraceptive patch, a self-administered hormonal contraceptive, emergency contraceptive, or a vaginal ring hormonal contraceptive to an individual under this section for more than 24 months after the date that an initial prescription is issued to the individual under this section, unless the individual presents evidence to the pharmacist that the individual has consulted with a primary care physician or another licensed health professional that the pharmacist considers appropriate.". Representative Thompson moved to adopt the amendment to HB 5436, as substitute (H-2). The motion did not prevail 7-12-0: UNFAVORABLE ROLL CALL Yeas: Reps.
