NATE SHANNON CHAIR COMMITTEE MEETING MINUTES Tuesday, April 23, 2024 10:30 AM Room 521, House Office Building The House Committee on Transportation, Mobility and Infrastructure was called to order by Chair Shannon. The Chair requested attendance be called: Present: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Absent: None. Excused: None. Representative Hoskins moved to adopt the meeting minutes from March 5, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5304 before the committee: HB 5304 (Rep. Bruck) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 634 (MCL 257.634), as amended by 2021 PA 43. Representative Outman moved to adopt substitute (H-1) to HB 5304. The motion prevailed 13-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Nays: None. Pass: None. Representative Kunse moved to report out HB 5304 with recommendation, as substitute (H-1). The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Nays: None. Pass: None. The Chair laid HB 5223 and HB 5224 before the committee: HB 5223 (Rep. Rogers) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," (MCL 257.1 to 257.923) by adding section 79h. HB 5224 (Rep. Schuette) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 12e of chapter XVII (MCL 777.12e), as amended by 2011 PA 59. Representative Rogers and Representative Schuette testified in support of HB 5223 and HB 5224. Questions and discussion followed. Paul Runnels, representing Open Roads, testified in support of HB 5223 and HB 5224. Matthew Penniman, representing the League of Michigan Bicyclists, testified in support of HB 5223 and HB 5224. Alex Seasock testified in support of HB 5223 and HB 5224. The following people submitted a card in support of HB 5223 and HB 5224, but did not wish to speak: John LaMacchia, representing the Michigan Municipal League. Mike Spence, representing the Southeast Michigan Council of Governments. John Fournier, representing the City of Ann Arbor. The Chair laid SB 465 before the committee: SB 465 (Sen. Singh) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," (MCL 257.1 to 257.923) by adding section 643b. Chris Young, representing the Office of Senator Singh, joined by Adam Tountas, representing the Michigan County Road Commission Self-Insurance Pool, testified in support of SB 465. Questions and discussion followed. The following people submitted a card in support of SB 465, but did not wish to speak: John LaMacchia, representing the Michigan Municipal League. Ed Noyola, representing the Michigan County Road Association. There being no further business before the committee, Chair Shannon adjourned the meeting at 11:18 AM.
