- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Tuesday, May 14, 2024 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Clerk read in a letter from Speaker Tate appointing Representative Xiong to the committee. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Greene, Paquette, Wendzel, Johnsen. Absent: Rep. Markkanen. Excused: Rep. Markkanen. Representative Churches moved to adopt the meeting minutes from April 23, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 744 before the committee: SB 744 (Sen. McDonald Rivet) A bill to amend 1937 (Ex Sess) PA 4, entitled "An act relative to continuing tenure of office of certificated teachers in public educational institutions; to provide for probationary periods; to regulate discharges or demotions; to provide for resignations and leaves of absence; to create a state tenure commission and to prescribe the powers and duties thereof; and to prescribe penalties for violation of the provisions of this act," by amending section 3b (MCL 38.83b), as amended by 2023 PA 225. Senator McDonald-Rivet testified in support of SB 744. Representative MacDonell testified on the proposed substitutes (H-3) for HB 5450 and (H-2) for HB 5451. The Committee returned to the consideration of HBs 5450 and 5451. Representative Edwards moved to adopt substitute (H-3) to HB 5450. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Greene, Paquette, Wendzel, Johnsen. Nays: None. Pass: None. Representative Weiss moved to report out HB 5450 with recommendation, as substitute (H- 3). The motion prevailed 9-4-0: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong. Nays: Reps. Greene, Paquette, Wendzel, Johnsen. Pass: None. Representative Wegela moved to adopt substitute (H-2) to HB 5451. The motion prevailed 12-1-0: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Greene, Paquette, Johnsen. Nays: Rep. Wendzel. Pass: None. Representative Conlin moved to report out HB 5451 with recommendation, as substitute (H- 2). The motion prevailed 9-4-0: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong. Nays: Reps. Greene, Paquette, Wendzel, Johnsen. Pass: None. Representative Greene moved to excuse Representative Markkanen from the meeting. There being no objection the motion prevailed by unanimous consent.
