- HOUSE OF REPRESENTATIVES COMMITTEE ON HIGHER EDUCATION REP. CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, May 15, 2024 10:30 AM Room 326, House Office Building The House Committee on Higher Education was called to order by Chair Glanville. The Chair requested attendance be called: Present: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck. Absent: Rep. DeSana. Excused: Rep. DeSana. Representative Paiz moved to adopt the meeting minutes from March 6, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5097 before the committee: HB 5097 (Rep. Hill) A bill to create a grant program to assist certain public institutions of higher education in addressing student hunger at those institutions; to provide for the powers and duties of certain state governmental officers and entities; and to require the promulgation of rules. Representative Scott moved to adopt substitute (H-1) to HB 5097. The motion prevailed 13- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck. Nays: None. Pass: None. The Committee discussed HB 5097. Representative Hill moved to report out HB 5097 with recommendation, as substitute (H-1). The motion prevailed 9-2-2: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz. Nays: Reps. Paquette, Zorn. Pass: Reps. VanderWall, Bruck. The following person submitted a card with a neutral position on HB 5097, but did not wish to speak: Rob Mass, representing the MiLEAP. The following people submitted a card in support of HB 5097, but did not wish to speak: Dan Hurley, representing the Michigan Association of State Universities. Julie Cassidy, representing the Michigan League for Public Policy. Representative VanderWall moved to excuse Representative DeSana from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Glanville adjourned the meeting at 10:41 AM.
