- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JOHN FITZGERALD CHAIR COMMITTEE MEETING MINUTES Wednesday, May 15, 2024 12:00 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Fitzgerald. The Chair requested attendance be called: Present: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Paquette, Bezotte, BeGole, Prestin. Absent: None. Excused: None. Representative Paiz moved to adopt the meeting minutes from April 24, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5598 and HB 5599 before the committee: HB 5598 (Rep. Liberati) A bill to amend 1883 PA 98, entitled "An act to punish persons who procure or place upon record spurious or fraudulent conveyances of real estate, with intent to deceive," by amending the title and section 1 (MCL 565.371). HB 5599 (Rep. Liberati) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 15b of chapter XVII (MCL 777.15b), as amended by 2014 PA 451. Representative Liberati; Bernard Youngblood and Harry Kalogerakos, both representing the Wayne County Register of Deeds office, testified in support of HB 5598 and HB 5599. Questions and discussion followed. Katie Kelly, Saginaw County Register of Deeds, representing the Michigan Association of Registers of Deeds, testified in support of HB 5598 and HB 5599. David Pierson, representing the Real Property Law Section, State Bar of Michigan, testified in opposition to HB 5598 and HB 5599. The following person submitted a card in support of HB 5598 and HB 5599, but did not wish to speak: Barb Farrah, representing the City of Detroit.
