ROGERS CHAIR COMMITTEE MEETING MINUTES Thursday, May 16, 2024 10:30 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Rogers. The Chair requested attendance be called: Present: Reps. Rogers, Whitsett, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, Filler, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Absent: Rep. VanderWall. Excused: Rep. VanderWall. Representatives Whitsett and Schmaltz joined the committee remotely. Representative Miller moved to adopt the meeting minutes from April 25, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 482 before the committee: SB 482 (Sen. McDonald Rivet) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 13809 and 13810 (MCL 333.13809 and 333.13810), as added by 1990 PA 21. Elizabeth Trombley, Chief of Staff for Senator McDonald Rivet, testified in support of SB 482. The following people submitted a card in support of SB 482, but did not wish to speak: Sydney Hart, representing the Michigan Department of Environment, Great Lakes, and Energy. Jared Rozycki, representing the Michigan Funeral Directors Association. Elizabeth Kutter, representing the Michigan Health and Hospital Association. Monica Martinez, representing the Michigan Society of Eye Physicians and Surgeons. Representative Haadsma moved to adopt substitute (H-1) to SB 482. The Chair laid HB 5043 and HB 5044 before the committee: HB 5043 (Rep. Rogers) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 2804, 2843, 2843b, 2844, and 16221 (MCL 333.2804, 333.2843, 333.2843b, 333.2844, and 333.16221), section 2804 as amended by 2012 PA 499, section 2843 as amended by 2013 PA 79, section 2843b as added by 1986 PA 185, and section 16221 as amended by 2023 PA 47. HB 5044 (Rep. Mueller) A bill to amend 1953 PA 181, entitled "An act relative to investigations in certain instances of the causes of death within this state due to violence, negligence or other act or omission of a criminal nature or to protect public health; to provide for the taking of statements from injured persons under certain circumstances; to abolish the office of coroner and to create the office of county medical examiner in certain counties; to prescribe the powers and duties of county medical examiners; to prescribe penalties for violations of the provisions of this act; and to prescribe a referendum thereon," by amending sections 2 and 3 (MCL 52.202 and 52.203), as amended by 2012 PA 171. Representative Rheingans moved to excuse Representative VanderWall from the meeting. There being no objection the motion prevailed by unanimous consent.
