KARA HOPE CHAIR COMMITTEE MEETING MINUTES Tuesday, May 21, 2024 9:00 AM Room 519, House Office Building The House Committee on Criminal Justice was called to order by Chair Hope. The Chair requested attendance be called: Present: Reps. Hope, Andrews, Tyrone Carter, Breen, Young, Dievendorf, Tsernoglou, Filler, Mueller, Bezotte, Harris, BeGole. Absent: Rep. Arbit. Excused: Rep. Arbit. Representative Andrews moved to adopt the meeting minutes from May 14, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5587, HB 5588, HB 5589, HB 5590, HB 5591, HB 5592 and HB 5593 before the committee: HB 5587 (Rep. Young) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 33 of chapter XVII (MCL 777.33), as amended by 2021 PA 84. HB 5588 (Rep. Paiz) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 1 of chapter XVII (MCL 777.1), as amended by 2002 PA 34. HB 5589 (Rep. Aragona) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 37 of chapter XVII (MCL 777.37), as amended by 2015 PA 137. HB 5590 (Rep. Tsernoglou) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 31 of chapter XVII (MCL 777.31), as amended by 2002 PA 137. HB 5591 (Rep. Outman) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 41 of chapter XVII (MCL 777.41), as added by 1998 PA 317. Deborah Schutt, representing the Michigan Pet Alliance. Joe Aragona, President of the Board for the Humane Society of Macomb. The Chair laid HB 5569 and HB 5570 before the committee: HB 5569 (Rep. Tsernoglou) A bill to impose civil liability and prescribe criminal penalties for the nonconsensual dissemination of deep fake sexual images; and to provide for remedies. HB 5570 (Rep. Bierlein) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 17b of chapter XVII (MCL 777.17b), as added by 2002 PA 28. Representative Tsernoglou testified in support of HB 5569 and HB 5570. Questions and discussion followed. The following person submitted a card in support of HB 5569 and HB 5570, but did not wish to speak: Matt Saxton, representing the Michigan Sheriffs' Association. Representative Tyrone Carter moved to adopt substitute (H-2) to HB 5569. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Breen moved to report out HB 5569 with recommendation, as substitute (H- 2). The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hope, Andrews, Tyrone Carter, Breen, Young, Dievendorf, Tsernoglou, Filler, Mueller, Bezotte, Harris, BeGole. Nays: None. Pass: None. Representative Filler moved to report out HB 5570 with recommendation. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hope, Andrews, Tyrone Carter, Breen, Young, Dievendorf, Tsernoglou, Filler, Mueller, Bezotte, Harris, BeGole. Nays: None. Pass: None. Representative Dievendorf moved to excuse Representative Arbit from the meeting. There being no objection the motion prevailed by unanimous consent.
