HOUSE OF REPRESENTATIVES COMMITTEE ON ENERGY, COMMUNICATIONS, AND TECHNOLOGY REP. HELENA SCOTT CHAIR COMMITTEE MEETING MINUTES Wednesday, May 22, 2024 9:00 AM Room 519, House Office Building The House Committee on Energy, Communications, and Technology was called to order by Chair Scott. The Clerk read a letter from Speaker Tate dated April 30, 2024, removing Representative Steckloff from the Energy, Communications and Technology Committee. The Clerk read a letter from Speaker Tate dated April 30, 2024, adding Representative Herzberg to the Energy, Communications and Technology committee. The Chair requested attendance be called: Present: Reps. Scott, Andrews, Whitsett, Neeley, Byrnes, Churches, Hill, MacDonell, McFall, Wendzel, Outman, Aragona, BeGole, Greene, Prestin, Schmaltz. Absent: Rep. Herzberg. Excused: Rep. Herzberg. Representative Whitsett moved to adopt the meeting minutes from April 17, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5682 before the committee: HB 5682 (Rep. Hill) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending sections 30, 623, and 815 (MCL 206.30, 206.623, and 206.815), section 30 as amended by 2023 PA 4 and section 623 as amended and section 815 as added by 2021 PA 135. Representative Hill; Joelle Demand, representing the Broadband Association of Michigan; and Jen Greenburg, representing the Peninsula Fiber Network, all testified in support of HB 5682. The following people submitted a card in support of HB 5682, but did not wish to speak: Gavin Goetz, representing AT&T. Mike Spence, representing the Southeast Michigan Council of Governments. The Chair laid HB 5568 before the committee: HB 5568 (Rep. Scott) A bill to create the Michigan high-speed internet office; to prescribe the powers and duties of the Michigan high-speed internet office; to allow the provision of grants and other financial and technical assistance related to broadband and digital infrastructure; and to provide the powers and duties of certain state officers and entities. At 9:18 AM, the Chair laid the committee at ease. At 9:18 AM, Majority Vice Chair Andrews called the committee back to order. Chair Helene Scott testified in support of HB 5568. Questions and discussion followed. At 9:25 AM, Majority Vice Chair Andrews laid the committee at ease. At 9:25 AM, the Chair called the committee back to order. The following person submitted a card in support of HB 5568, but did not wish to speak: Mike Spence, representing the Southeast Michigan Council of Governments. Representative McFall moved to excuse Representative Herzberg from the meeting. There being no objection the motion prevailed by unanimous consent.
