- HOUSE OF REPRESENTATIVES COMMITTEE ON HIGHER EDUCATION REP. CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, May 22, 2024 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Higher Education was called to order by Chair Glanville. The House Higher Education Committee was meeting jointly with the House Appropriations Subcommittee on Higher Education and Community Colleges. The Chair requested attendance be called: Present: Reps. Glanville, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Zorn, Bruck. Absent: Reps. Rheingans, Paquette, DeSana. Excused: Reps. Rheingans, Paquette, DeSana. Representative Koleszar moved to adopt the meeting minutes from May 15, 2024. There being no objection, the motion prevailed by unanimous consent. Representative Koleszar moved to excuse Representatives Rheingans, Paquette and DeSana from the meeting. There being no objection the motion prevailed by unanimous consent. Chair Glanville laid a presentation on the MiLEAP Higher Education Office before the Committee. Rob Mass, Legislative Director for the Michigan Department of Lifelong Learning Education, Placement, and Potential, gave a presentation on the MiLEAP Higher Education Office. Questions and discussion followed. Chair Glanville laid a presentation on higher education constitutional autonomy before the Committee. Mia Murphy, Chief Policy Officer at the Michigan Association of State Universities, gave a presentation on higher education constitutional autonomy.
