- HOUSE OF REPRESENTATIVES COMMITTEE ON LABOR REP. JIM HAADSMA CHAIR COMMITTEE MEETING MINUTES Thursday, May 23, 2024 9:00 AM Room 326, House Office Building The House Committee on Labor was called to order by Chair Haadsma. The Chair requested attendance be called: Present: Reps. Haadsma, Mentzer, Koleszar, Andrews, Churches, Wegela, Wozniak, Mueller, Kunse. Absent: Rep. O'Neal. Excused: Rep. O'Neal. Representative Koleszar moved to adopt the meeting minutes from April 25, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5594 before the committee: HB 5594 (Rep. Skaggs) A bill to amend 1978 PA 90, entitled "Youth employment standards act," by amending sections 2, 4, 5, 7, 8, and 20 (MCL 409.102, 409.104, 409.105, 409.107, 409.108, and 409.120), section 2 as amended by 1996 PA 438, section 4 as amended by 2011 PA 80, and section 5 as amended by 2020 PA 323, and by adding sections 4a, 4b, 4c, and 4d. Representative Skaggs testified in support of HB 5594. Questions and discussion followed. Jayshona Hicks, Sean Egan, and Randall Harrison, representing the Michigan Department of Labor and Economic Opportunity, testified in support of HB 5594. Questions and discussion followed. The following person submitted a card in support of HB 5594, but did not wish to speak: Anne Kuhnen, representing the Michigan League for Public Policy. The following people submitted a card in opposition to HB 5594, but did not wish to speak: John McNamara, representing the Michigan Restaurant and Lodging Association. Dawn Crandall, representing the Home Builders Association of Michigan. Jacob Manning, representing the Small Business Association of Michigan. Amy Drumm, representing the Michigan Retailers Association. Amanda Fisher, representing the National Federation of Independent Business. Wendy Block, representing the Michigan Chamber of Commerce. Marcus Keech, representing the Grand Rapids Chamber. Representative Andrews moved to excuse Representative O'Neal from the meeting. There being no objection the motion prevailed by unanimous consent.
