- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Tuesday, June 4, 2024 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Greene, Wendzel, Johnsen. Absent: Reps. Markkanen, Paquette. Excused: Reps. Markkanen, Paquette. Representative Glanville moved to adopt the meeting minutes from May 14, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 567 and SB 568 before the committee: SB 567 (Sen. Irwin) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1280f (MCL 380.1280f), as amended by 2023 PA 224. SB 568 (Sen. Polehanki) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1531e. Senators Jeff Irwin and Dayna Polehanki testified in support of SBs 567 and 568. Questions and discussion followed. Dr. Sheryl Kennedy, Dr. Sue Carnell, Dr. Jen Saylor and Dr. Kim St. Martin, all representing the Michigan Department of Education, testified in support of SBs 567 and 568. Questions and discussion followed. Mike Latvis, representing the Wayne Regional Educational Service Agency, along with Amy Conway and Scott Wagner, both representing the Gibraltar School District, testified in opposition of SBs 567 and 568. Questions and discussion followed. Tristin Martin, a student with dyslexia, and Nichole Martin, her mother, testified in support of SBs 567 and 568. Eric Hoppstock, representing the Berrien Regional Educational Service Agency, testified in opposition of SBS 567 and 568. Questions and discussion followed. Heidi King, a student with dyslexia, and Michelle King, her mother, testified in support of SBs 567 and 568. Questions and discussion followed. John Severson, representing the Michigan Association of Intermediate School Administrators, testified in opposition of SBs 567 and 568. The following people submitted a card in support of SB 567 and SB 568, but due to the time constraints were unable to speak: Anri Haglund, representing himself. The Chair laid HB 5649 before the committee: HB 5649 (Rep. Glanville) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1166c. Representative Glanville moved to adopt substitute (H-1) to HB 5649. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Greene, Wendzel, Johnsen. Nays: None. Pass: None. Representative Johnsen moved to adopt substitute (H-2) to HB 5649. The motion did not prevail 3-9-0: UNFAVORABLE ROLL CALL Yeas: Reps. Greene, Wendzel, Johnsen. Nays: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong. Pass: None. The following person submitted a card with a neutral position on HB 5649, but did not wish to speak: Bob Kefgen, representing the Michigan Association of Secondary School Principals. The following person submitted a card in support of HB 5649, but did not wish to speak: Dan Behm, representing the Education Advocates of West Michigan. Representative Glanville moved to report out HB 5649 with recommendation, as substitute (H-1). The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Greene, Wendzel, Johnsen. Nays: None. Pass: None. Representative Wendzel moved to excuse Representatives Markkanen and Paquette from the meeting. There being no objection the motion prevailed by unanimous consent.
