HELENA SCOTT CHAIR COMMITTEE MEETING MINUTES Wednesday, June 5, 2024 9:00 AM Room 519, House Office Building The House Committee on Energy, Communications, and Technology was called to order by Chair Scott. The Chair requested attendance be called: Present: Reps. Scott, Andrews, Whitsett, Neeley, Byrnes, Churches, Hill, MacDonell, McFall, Herzberg, Wendzel, Outman, Aragona, BeGole, Greene, Prestin, Schmaltz. Absent: None. Excused: None. Representative Herzberg moved to adopt the meeting minutes from May 22, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 504 before the committee: SB 504 (Sen. McDonald Rivet) A bill to amend 1939 PA 3, entitled "An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the powers and duties of certain state governmental officers and entities; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts," by amending section 10gg (MCL 460.10gg), as added by 2018 PA 348. Senator McDonald Rivet; and Jason Griffin, representing Hemlock Semiconductor, testified in support of SB 504. Questions and discussion followed. Scott) A bill to create the Michigan high-speed internet office; to prescribe the powers and duties of the Michigan high-speed internet office; to allow the provision of grants and other financial and technical assistance related to broadband and digital infrastructure; and to provide the powers and duties of certain state officers and entities. Representative Neeley moved to report out HB 5568 with recommendation. The motion prevailed 10-7-0: FAVORABLE ROLL CALL Yeas: Reps. Scott, Andrews, Whitsett, Neeley, Byrnes, Churches, Hill, MacDonell, McFall, Herzberg. Nays: Reps. Wendzel, Outman, Aragona, BeGole, Greene, Prestin, Schmaltz. Pass: None. The Chair laid HB 5682 before the committee: HB 5682 (Rep. Hill) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending sections 30, 623, and 815 (MCL 206.30, 206.623, and 206.815), section 30 as amended by 2023 PA 4 and section 623 as amended and section 815 as added by 2021 PA 135. Representative Hill discussed the changes in substitute (H-1) to HB 5682. The following people submitted a card in support of HB 5682, but did not wish to speak: Jennifer Greenburg, representing Peninsula Fiber Network. Joelle Demand, representing Broadband Association of Michigan. Representative Byrnes moved to adopt substitute (H-1) to HB 5682. The motion prevailed 11- 0-6: FAVORABLE ROLL CALL Yeas: Reps.
