Klinefelt) A bill to amend 2006 PA 317, entitled "An act to create certain entities in the Michigan strategic fund; to impose certain duties and responsibilities on those entities and on certain state employees and public employees; and to repeal acts and parts of acts," by amending section 2 (MCL 125.1972), as amended by 2010 PA 337. Renee Wilson, Legislative Director for Senator Klinefelt, Bree Anderson, representing MEDC, and Tanya Markos-Vanno, representing Apex Accelerators, testified in support of SB 481. HB 5768 (Rep. Hoskins) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 695a; and to repeal acts and parts of acts. HB 5769 (Rep. Morgan) A bill to create a transformational projects authority; to prescribe the powers, duties, and jurisdictions of the transformational projects authority; to provide for the awarding of certain transportation-related grants; to prescribe the powers and duties of certain state governmental officers and entities; and to provide for the promulgation of rules. HB 5770 (Rep. McFall) A bill to amend 2000 PA 489, entitled "Michigan trust fund act," (MCL 12.251 to 12.262) by adding section 4a. Steve Vagnozzi, Government Affairs Coordinator for the Michigan Association of Railroad Passengers, testified in support of HBs 5768, 5769, 5770, and SBs 559 and 562. Amend page 2, line 5, after "125.1458a." by inserting "It is the intent of the legislature that the money deposited under this subdivision must not be used to provide any services, grants, or other program assistance to a recipient who is not a United States citizen unless that recipient is a qualified alien as that term is defined under 8 USC 1641.". Representative Martin moved to adopt the amendment to HB 5768. The motion did not prevail 6-7-0: UNFAVORABLE ROLL CALL Yeas: Reps. Whitsett, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Amend page 3, line 27, after "senate." by inserting "Of the members appointed by the governor, 1 must be appointed from a list of 3 or more nominees submitted by the speaker of the house of representatives, 1 must be appointed from a list of 3 or more nominees submitted by the minority leader of the house of representatives, 1 must be appointed from list of 3 or more nominees submitted by the senate majority leader, and 1 must be appointed from a list of 3 or more nominees submitted by the senate minority leader. Each list described in this subsection must include not less than 1 individual with expertise in public transportation.". Representative Roth moved to adopt the amendment to HB 5769 (H-1). Representative VanWoerkom moved to withdraw the amendment. There being no objection, the motion prevailed by unanimous consent.
