Yaroch, having reserved the right to explain his protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: While I support the effort to improve access to mental healthcare, this bill lacks solid provisions for enforcement against out of state practitioners who are accused of improper actions.
