Rep. Yaroch, having reserved the right to explain his protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: While I support the effort to improve access to mental healthcare, this bill lacks solid provisions for enforcement against out of state practitioners who are accused of improper actions. I believe we need to maintain our authority to sanction a provider in order to fulfill the duty to protect our citizens.” Senate Bill No. 637, entitled A bill to amend 1974 PA 258, entitled “Mental health code,” (MCL 330.1001 to 330.2106) by adding sections 207e and 207f. Was read a third time and passed, a majority of the members serving voting therefor, by yeas and nays, as follows:
