Amend page 8, following line 7, by inserting: "(16) THE DEPARTMENT SHALL, BEFORE JUNE 1, 2019, MAKE EVERY EFFORT TO PROCESS, OR ISSUE A FINAL DETERMINATION FOR AN APPEAL REGARDING, AN APPLICATION SUBMITTED ON OR BEFORE THE EFFECTIVE DATE OF THE AMENDATORY ACT THAT ADDED THIS SUBSECTION.".
