- Representative Schroeder moved to adopt the meeting minutes from October 17, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5127 and HB 5128 before the committee: HB 5127 (Rep. Kahle) A bill to amend 1937 PA 94, entitled “Use tax act,” by amending section 4cc (MCL 205.94cc), as added by 2015 PA 252. HB 5128 (Rep. Warren) A bill to amend 1933 PA 167, entitled “General sales tax act,” by amending section 4ee (MCL 205.54ee), as added by 2015 PA 251. Representative Bronna Kahle and Representative Rebekah Warren, the bill sponsors, explained HB 5127 and HB 5128. Questions and discussion followed. Barbara Comstock, Advisor to NetChoice and former Congresswoman, Virginia Legislator, and Steve DelBianco, President of NetChoice and former Director of Virginia Economic Development Partnership, testified in support of HB 5127 and HB 5128. HB 4091 (Rep. LaFave) A bill to amend 1992 PA 147, entitled “Neighborhood enterprise zone act,” by amending sections 2 and 8 (MCL 207.772 and 207.778), section 2 as amended by 2010 PA 9 and section 8 as amended by 2005 PA 339. Jennifer Smith, Director of Government Relations for the Michigan Association of School Boards, submitted a testimony card in opposition to HB 4091, but did not wish to speak. Brad Ward, Vice President of Public Policy and Legal Affairs for the Michigan Realtors, submitted a testimony card in support of HB 4091, but did not wish to speak.
