- following statement: “Mr. Speaker and members of the House: The language in HB 4254 & HB 4265 criminalizes non contact events, rather than battery. It also fails to define in statute mental distress creating overly broad potential for prosecution. While I support expanding protections for Elder and Vulnerable populations, I’m cautious of overly broad legislation.” Rep. Cole moved that House Bill No. 5054 be placed on its immediate passage. The motion prevailed, a majority of the members serving voting therefor.
