- By unanimous consent the House returned to the order of Messages from the Senate The Speaker laid before the House House Bill No. 5504, entitled A bill to amend 1956 PA 40, entitled “The drain code of 1956,” by amending sections 31, 196, 221, and 434 (MCL 280.31, 280.196, 280.221, and 280.434), section 196 as amended by 2008 PA 509, section 221 as amended by 2016 PA 27, and section 434 as amended by 2002 PA 406. (The bill was received from the Senate on December 16, with substitute (S-3) and full title inserted, consideration of which, under the rules, was postponed until today, see House Journal No. 99, p. 2673.) The question being on concurring in the substitute (S-3) made to the bill by the Senate, The substitute (S-3) was concurred in, a majority of the members serving voting therefor, by yeas and nays, as follows:
