Amend page 3, following line 5, by inserting: “(5) This act does not apply if section 54 of article IV of the state constitution of 1963 is repealed or is amended after the effective date of the amendatory act that added this subsection.”. The Senate has passed the bill as amended and ordered that it be given immediate effect. The Speaker announced that pursuant to Rule 42, the bill was laid over one day. Rep. Cole moved that Rule 42 be suspended. The motion prevailed, 3/5 of the members present voting therefor.
