- Sec. 1002. The one-time appropriation of comprehensive transportation funds for Carbide dock/Soo Locks project shall be used for demolition needs associated with the Carbide dock project. Sec. 1003. From the funds appropriated in one-time spending in part 1, to enhance the movement of people and goods on public or privately owned rail lines, the department shall award up to $22,700,000.00 of which $10,700,000.00 is federal spending authority, to a county with a population greater than 1,500,000 for a railroad grade separation project in a city with a population between 12,750 and 13,000 according to the most recent federal decennial census. Third: That the Senate and House agree to the title of the bill to read as follows: A bill to make appropriations for the state transportation department for the fiscal year ending September 30, 2020; and to provide for the expenditure of the appropriations.
