- (3) The department of treasury shall not award more than $5,000,000 million to any applicant. (4) The department of treasury shall provide a report to the senate and house appropriations committees, the senate and house fiscal agencies, and the state budget office not later than December 1, 2020. The report shall include a list by payment or reimbursement recipient on the date each was approved, the payment or reimbursement amount, and a description of the sheltering services provided to the local unit of government’s homeless population. (5) As used in this section, “applicant” means a city, village, township, and county. (6) The unexpended funds appropriated in part 1 for homeless sheltering grants are designated as a work project appropriation. Any unencumbered or unallotted funds shall not lapse at the end of the fiscal year and shall be available for expenditures for projects under this section until the projects have been completed. The following is in compliance with section 451a(1) of the management and budget act, 1984 PA 431, MCL 18.1451a: (a) The purpose of the work project is to provide a payment or reimbursement to applicants for sheltering costs associated with homeless programming related to the COVID-19 pandemic. (b) The project will be accompanied by utilizing state employees to provide payments or reimbursements to eligible applicants. (c) The total estimated cost of the work project is $10,000,000.00. (d) The tentative completion date is December 30, 2020.”. The question being on the adoption of the amendments, Senator Chang requested the yeas and nays.
