Starr Clerk of the House By unanimous consent the House returned to the order of Third Reading of Bills Rep. Posthumus moved that House Joint Resolution M be placed on its immediate passage. The motion prevailed, a majority of the members serving voting therefor. House Joint Resolution M A joint resolution proposing an amendment to the state constitution of 1963, by amending section 31 of article IV, section 18 of article V, and section 17 of article IX, to require certain state budget bills to be enacted into law on or before a certain date and to suspend the compensation of state legislators and the governor if those state budget bills are not enacted on or before that date.
