- “Mr. Speaker and members of the House: I voted no because this will cost DHHS approx. 14 million dollars (it is the DHHS responsibility). The recent House Budget greatly reduced funding to DHHS and the recent unstable funding cannot ensure that appropriate funding would be available to develop and enforce as necessary. Also, as presented by the bill’s sponsor, this bill aims to blame EBT card users for fraud -- which is unproven.” Rep. Posthumus moved that House Bill No. 4398 be placed on its immediate passage. The motion prevailed, a majority of the members serving voting therefor. House Bill No. 4398, entitled A bill to amend 1998 PA 58, entitled “Michigan liquor control code of 1998,” by amending section 1113 (MCL 436.2113), as amended by 2011 PA 27. Was read a third time and passed, a majority of the members serving voting therefor, by yeas and nays as follows:
