- DeSana In The Chair: Smit The House agreed to the title of the bill. Rep. Posthumus moved that the bill be given immediate effect. The motion prevailed, 2/3 of the members serving voting therefor. Rep. Paiz, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: Amendment announced just before the vote, and I did not know what the change was.” House Bill No. 4959, entitled A bill to amend 1979 PA 152, entitled “State license fee act,” (MCL 338.2201 to 338.2277) by adding section 38b.
