- Pursuant to Joint Rule 20, the full title of the act shall be inserted to read as follows: “An act to establish the state child abuse and neglect prevention board; to provide the powers and duties of the state child abuse and neglect prevention board; and to prescribe the powers and duties of certain state departments,” The House agreed to the full title. Rep. Posthumus moved that the bill be given immediate effect. The motion prevailed, 2/3 of the members serving voting therefor.
