In The Chair: Moss Recess Senator Singh moved that the Senate recess subject to the call of the Chair. The motion prevailed, the time being 2:27 p.m. 3:21 p.m. The Senate was called to order by the President pro tempore, Senator Moss. Senator Webber offered the following substitute: Substitute (S-4). The question being on the adoption of the substitute, Senator Lauwers requested the yeas and nays. The yeas and nays were ordered, 1/5 of the members present voting therefor.
