- While I support tax cuts, we must do so in a fair process. In this case, we are ensuring that school funding is not impacted by this change in the tax code, but we are cutting funding to local government. Law enforcement is primarily provided by local government. How do we say that we back the blue while cutting funding to those who provide law enforcement?” Rep. Rheingans, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: I voted no on this and other bills in the package because Treasury asked the Legislature to clarify these tax policies, not to repeal taxes on these services. Therefore, there may still be disputes regarding the taxation of these services.” Rep. Hope moved that Rep. Coffia be excused temporarily from today’s session. The motion prevailed. Rep.
