- The House agreed to the title of the bill. Rep. Aiyash moved that the bill be given immediate effect. The motion prevailed, 2/3 of the members serving voting therefor. Rep. Lightner, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: This allows a fee carveout to continue for the City of Detroit. Marriage fees should be the same in the entire state.” Rep. Bollin, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: I support raising the minimum age of consent to 18 but cannot support allowing one county to charge a different fee than other counties and using a population threshold from 2010. The $20 fee charged by a county is lowered from 2 million to 1.5 million as per the 2010 census, which would allow Wayne County to change the fee.” House Bill No. 4295, entitled A bill to amend 1897 PA 180, entitled “An act to provide for the issuance of marriage licenses and certificates without publicity in certain cases; and to provide criminal and civil penalties for violation of this act,” by amending section 1 (MCL 551.201), as amended by 1983 PA 199.
