The motion prevailed. The House agreed to the title as amended. The Speaker laid before the House House Bill No. 4294, entitled A bill to amend 1887 PA 128, entitled “An act establishing the minimum ages for contracting marriages; to require a civil license in order to marry and its registration; to provide for the implementation of federal law; and to provide a penalty for the violation of this act,” by amending section 3 (MCL 551.103), as amended by 2006 PA 578. (The bill was received from the Senate on June 28, with substitute (S-1) and immediate effect given by the Senate, consideration of which, under the rules, was postponed until July 18, see House Journal No. 61, p. 1455.) The question being on concurring in the substitute (S-1) made to the bill by the Senate, Rep. Jaime Greene moved to amend the Senate substitute (S-1) as follows: 1. Amend page 1, line 2, after “marriage.” by inserting “ When an individual 17 years of age but under 18 years of age has a parent’s or legal guardian’s consent to enter military service, that individual may contract marriage and the individual with whom they would contract marriage may also contract marriage with a parent’s or legal guardian’s consent, if the individual is also 17 years of age but under 18 years of age. ”. The motion did not prevail and the amendment was not adopted, a majority of the members serving not voting therefor.
