By unanimous consent the House returned to the order of Third Reading of Bills House Bill No. 5523, entitled A bill to create the bureau of community services and the commission on economic and social opportunity; to reduce the causes, conditions, and effects of poverty; to promote social and economic opportunities that foster self-sufficiency for low-income individuals; to provide for the designation of community action agencies; to prescribe the powers and duties of certain state departments, the bureau, the commission, and community action agencies; and to require the promulgation of rules.
