- Victory Not Voting—0 In The Chair: President Senator Nesbitt offered the following amendment: 1. Amend page 4, following line 29, by inserting: “Sec. 8a. A contracting agent may exempt itself from the requirements of this act by doing 1 of the following: (a) If the contracting agent has a governing body, by a majority vote of its governing body. (b) If the contracting agent does not have a governing body, by submitting a written statement to the commissioner.”. The question being on the adoption of the amendment, Senator Lauwers requested the yeas and nays. The yeas and nays were ordered, 1/5 of the members present voting therefor.
