- Excused—1 Victory Not Voting—0 In The Chair: President Senator Nesbitt offered the following amendment: 1. Amend page 5, following line 12, by inserting: “Sec. 11. By 30 months after the effective date of this act, the commissioner shall submit a report to the legislature about the impact of this act. Sec. 12. This act does not apply 3 years after the effective date of this act.”. The question being on the adoption of the amendment, Senator Lauwers requested the yeas and nays.
