- The following bill was read a third time: House Bill No. 4616, entitled A bill to amend 1974 PA 258, entitled “Mental health code,” (MCL 330.1001 to 330.2106) by adding section 901a. The question being on the passage of the bill, Senator Bellino offered the following amendments: 1. Amend page 1, line 1, after “ 901a. ” by inserting “ (1) ”. 2. Amend page 1, following line 6, by inserting: “ (2) A referral for an individual under 18 years of age for sterilizing surgery or sterilizing drugs is prohibited. As used in this subsection, “sterilizing” means a medical procedure, treatment, or operation for the sole purpose of rendering an individual permanently incapable of reproducing and not related to the repair of a damaged or dysfunctional body part. ”. The question being on the adoption of the amendments, Senator Theis requested the yeas and nays. The yeas and nays were ordered, 1/5 of the members present voting therefor.
