Senator Bellino offered the following amendment: 1. Amend page 66, following line 7, by inserting: “ Sec. 275q. (1) To receive an operations increase payment under section 236, each public university must do the following by October 10, 2024: (a) Submit to the house and senate appropriations subcommittees on higher education, the house and senate fiscal agencies, and the state budget director a report listing all university-sanctioned student organizations. (b) Certify to the state budget director that no organization identified in the report required under subdivision (a) has a demonstrated history of supporting terrorist organizations or threats of physical violence toward others. (2) If a public university does not fulfill the requirements under subsection (1), the state budget director must not provide that university with payment of the operations increase appropriated under section 236, and must notify the house and senate appropriations subcommittees on higher education within 30 days of determining that such payment must be withheld. (3) As used in this section, “terrorist organization” means a foreign organization that is designated by the United States secretary of state in accordance with section 219 of the immigration and nationality act, 8 USC 1189, as amended.
