- The question being on the passage of the bill, Senator Chang offered the following substitute: Substitute (S-2). The question being on the adoption of the substitute, Senator Runestad offered the following amendment to the substitute: 1. Amend page 7, following line 8, by inserting: “Sec. 13. A CASA volunteer must enter into a memorandum of understanding with the court in which the CASA volunteer agrees not to release to the public any information received under this act. A CASA volunteer who releases case-specific or identifying information under this act in a manner not allowed under this section is guilty of a misdemeanor.”.
