Resolved by the House of Representatives (the Senate concurring), That we memorialize the federal government to provide direct aid to state and local governments; and be it further Resolved, That copies of this resolution be transmitted to the President of the United States, the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Michigan congressional delegation. The concurrent resolution was referred to the Committee on Government Operations. Third Reading of Bills House Joint Resolution A, entitled A joint resolution proposing an amendment to the state constitution of 1963, by amending section 26 of article IV, to require approval by two-thirds for certain bills. Was read a third time and adopted, 2/3 of the members serving voting therefor, by yeas and nays, as follows:
