the following statement: “Mr. Speaker and members of the House: I applaud the work of Representative Whiteford, and this vote was difficult for me. The budget excludes programs that are vital to the Brown and Black community. This is the only reason I am voting against the bill.” Rep. Frederick moved that House Bill No. 4396 be placed on its immediate passage. The motion prevailed, a majority of the members serving voting therefor. House Bill No. 4396, entitled A bill to make appropriations for the department of corrections for the fiscal year ending September 30, 2022; and to provide for the expenditure of the appropriations.
