Yaroch, having reserved the right to explain his protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: I support adjusting fees to actual costs, which may include reducing them, but eliminating fees for one group only shifts that group’s costs to other groups.” House Bill No. 4801, entitled A bill to regulate persons that provide electric vehicle charging services; to require registration of certain persons that provide electric vehicle charging services; and to prescribe the powers and duties of certain state officers and entities. Was read a third time and passed, a majority of the members serving voting therefor, by yeas and nays, as follows:
