LaGrand, under Rule 31, made the following statement: “Mr. Speaker and members of the House: I did not vote on Roll Call No. 503 because of a possible conflict of interest.” Senate Bill No. 687, entitled A bill to establish a student opportunity scholarship program for eligible students; to provide for the certification of scholarship-granting organizations; to provide for student opportunity scholarship accounts; to prescribe conditions for use of the funds in the scholarship accounts; to provide for the administration of the student opportunity scholarship program; to prescribe certain powers and duties of certain state officers, agencies, and departments; and to allow certain tax credits and deductions.
